Use the game prompt as the source of truth.
The official public client currently says to hold X while on foot to summon a vehicle. That is a prompt, not proof a particular session will spawn one; verify the live game still shows it before trying.

Wait for the session to settle
Let the selected location and first in-game prompt finish loading. Trying inputs during an unfinished load can make the state harder to interpret.

Check your state, then hold X
If you are on foot and the live prompt offers a vehicle, hold X once as prompted. F enters or exits a car after one is available; X has a different reset or recovery role while driving.

Check the immediate area
Move the camera or wait briefly for nearby road and terrain generation. A delayed scene can make a spawned vehicle appear absent.

Restart the session cleanly
End the attempt, reload the official launch page once and choose a simpler connected area. Record what changed between attempts.
